Why penalise the elderly and weak?

Local Government? - local empires! I read that the Cotswold District Council will save a million pounds on senior staff redundancies - what on Earth did they all do? However many management levels and areas does it take to run a District Council?

It seems a strange inversion to remove housing and rent rebates from the elderly - who probably don't drive cars - in order to enhance parking facilities for those who are active and/or earning and/or spending.

Our District Council doesn't do police, education, fire, highway maintenance etc - who needs this modern business babble - performance plans - CDC newsletters and so on? I suppose some of it, is the local implementation of national legislation but I fear that, as the number of independent councillors dwindles, no one will bruise their climb up the party ladder by asking "Why"? Come back Walter Didcote - all is forgiven.
